Decree of Emancipation
The Decree of Emancipation, issued by Emperor Hunun Gol in ZY1095, radically changed the status of citizens in the Empire. Under the previous system, Chandara’s Code, Goblinoids were serfs effectively enslaved to Dwarven masters. Hunun Gol’s decree abolished serfdom, and raised all citizens to free status.
The Emperor was motivated by a need for support against an ambitious Orc nobility and a rebellious Dwarven population. The Goblinoid masses, Hunun Gol hoped, would furnish that support. While the move certainly succeeded in gaining their gratitude, it did not create the desired effect. Goblinoids had been enslaved for a millennium, and had no idea how to be free citizens. Many ended up working for their previous masters, albeit as indentured servants rather than slaves.
The exact words of the decree were: “All intelligent souls dwelling within this glorious Empire, henceforth be free.” This wording became especially significant when the [[Freedom of Trade Proclamation” of ZY1100 legalized the importation of Tabaxi slaves. How could slaves be allowed if all were decreed free? The justification was based on the word “souls.” An ancient verse from the Law-scriptures was exhumed to show that Tabaxi did not have souls, and therefore were not covered under the Decree of Emancipation. Thus, the proclamation went through while upholding the decree.
